Writer's Block: When push comes to shove

What can be done to promote tolerance and stop bullying in schools?

Not a whole hell of a lot.  It would help if only those who wanted to be there had to go. 

For most of human history, education was only for the educable minority.  Even when education became compulsory and universal, for most of that time a grade school education was all that was expected, and such an education was thought to be adequate preparation for all of life's contingencies.  Abe Lincoln and Andrew Jackson never went to high school, and Jackson never went to elementary school either. 

This circumstance would at least allow the inmates to escape the school system before issues of sexuality became all that pressing.  High school is a hothouse environment, a prison whose wardens' chief task is to prevent the inmates from escaping or killing each other.  It would help if only those who wanted to be there had to be there.  That way less could be spent on lockdown, and the curriculum could become genuinely academic, like it was when grade school was good enough.
