One simple improvement.

One simple, easy, and obvious thing to do that would improve the functioning of Congress, that could theoretically be done right now, and whose cost would be very slight, would be to remove the power to draw Congressional districts from the state legislatures and give it to the Census Bureau's computers. There are too many safe seats, and this more than anything else is breaking the House of Representatives. Primary challenges to incumbents typically come from the fringe rather than the center. This needs to change.
